To streamline the peer review and grants management process, DB employs a variety of technology, ranging from customized databases, to full-scale information management systems, to web-based interfaces. As an example, DB developed, operated, and maintained an enterprise-level, e-Government grants data management system for NASA. The system is accessible to more than 28,000 NASA and other authorized users. It enables NASA program officers to manage the complete lifecycle of grants from the time NASA headquarters announces solicitations to after grants are awarded. By automating manual functions, managing the process flow, and allowing the electronic exchange of data, DB enables NASA to reduce the costs and paperwork associated with awarding and managing a vast number of grants.

DB’s peer review and grants management specialists are experienced in handling all the logistics for both large and small peer review panels and study groups for a variety of disciplines. Our staff manages all the phases related to the technical review process, from selecting peer reviewers, to distributing proposals, to reserving meeting rooms, to handling travel and accommodations for reviewers, to paying reviewers’ stipends and expenses. We also employ web-based software that allows reviewers to participate on review panels from remote locations.

  • For all grants solicitation and peer review activities at NASA headquarters, DB organized more than 500 meetings and workshops that were attended by more than 14,000 reviewers. Throughout this multi-million-dollar contract, DB earned an average Award Fee Score of 96 percent with overall excellent performance across all statement of work areas.
  • For the U.S. Department of Health and Human Services (HHS) Centers for Disease Control and Prevention’s (CDC’s) National Center for Birth Defects and Developmental Disabilities (NCBDDD), Extramural Research Program Office, DB provides logistical and peer review support for scientific review officers and grants technical assistants, and provides writers for CDC special emphasis panel meetings.
  • For the HHS’s Agency for Healthcare Research and Quality’s (AHRQ’s) Office of Extramural Research, Education, and Priority Populations (OEREP), DB provides logistical, administrative, and meeting support for the peer review process, including reviews for study sections, special emphasis panels and contract reviews.
